Your kid has been jumping around in front of the TV for twenty minutes, red-faced and out of breath, and you are in the doorway wondering whether that did anything. Or you are the one doing it, four nights a week, because you will not go to a gym.
So do active video games count as exercise? Sometimes. It depends almost entirely on which game, how hard the player is pushing, and whether an adult is playing too. The widest gap on that table is between upper-body and whole-body games, and it is simple mechanics: your legs and glutes are the largest muscles you own, so a game that only moves your arms stays in the light zone however hard you wave.

The out-of-breath test beats anything on the screen
Most motion games show a calorie counter or effort score. Do not trust either: they estimate output from motion data and assumed body mass, and errors compound.
